The Treaty Port is a quest hub before it is a shop

The Treaty Port sits on the west bank of Doloc Dock and starts out derelict. It opens through the main-line quest chain that begins with Night Visit to the Treaty Port and ends with Fundraising for Treaty Port Restoration, a 5,000 G request submitted at the mayor's notebook. Until that fundraiser clears, the notebook is the only thing you can interact with there.

Once the restoration finishes, the noticeboard between the building's two doors becomes the Treaty Port communications station. That board is where you read each faction's move-in status, see how many of its commissions you have completed, and broadcast the invitation to any faction whose reputation is already high enough.

Gabyrl runs the port itself and is not a faction representative. The four visiting representatives are Paiea for the Kon-Tiki Archipelago Alliance, Shylock for Vulture Citadel, Quipu for Cerro Rico and Kenenimuu for the Skychild tribe.

Who joins for free and who has to be earned

Doloc Town itself and the Kon-Tiki Archipelago Alliance are handed to you: completing the Treaty Port restoration line moves both in with no reputation requirement. Paiea reaches town earlier than that, right after the River Dredging main quest, which is why the Alliance feels like it was always there.

The other three are gated twice over. The restoration has to be finished, and that faction's reputation has to have accumulated to 20 points before the invitation will succeed. Reputation only comes from that faction's own commissions, so there is no way to shortcut one faction by grinding another.

The invitation itself has two forms. Shylock and Quipu can be contacted remotely through the mayor's notebook, or invited face to face on a day they are visiting. The Skychild invitation is different: you have to talk to Kenenimuu, who lives in the yurt on the back mountain rather than at the port.

A successful invitation does not take effect immediately. The Treaty Port suspends construction work, and the faction moves in the next day at 06:00.

How commission submission actually works

Faction trades accept materials in separate batches, but each individual material has to be handed over in one go — you cannot deliver 30 of a required 50 and come back with the rest of that same item later. Money requirements work the same way: the full sum in a single payment.

When every line of a commission is satisfied, reputation goes up and the extra rewards are issued. If your inventory is full, the item rewards that do not fit are posted to you as mail instead of being dropped, so a full bag delays a reward rather than losing it.

At 100 reputation the mayor's notebook shows a completion emblem on that faction's card and unlocks its full-reputation achievement. The Chinese wiki is explicit that this emblem is an interface marker and not an item — which is worth knowing, because each faction also mails you a real accessory earlier, at reputation level 5. Those are covered in the faction badges guide.
