Choose the right tool

Put it in the bottom-left active-item slot and use it on the farm, indoors or outdoors, to enter building mode.
Why a move can still be blocked
Building mode still enforces footprint and support rules. In a vertical stack, move the unsupported top pieces first and keep temporary empty space for shuffling. Platforms are consumed per occupied tile; overlapping or interrupted supports marked with a red X are replaced or removed when the new platform is placed.
